The directive, known as the ‘Guidance for the Simplification of Tariffs,’ is set to take effect from July 29, 2024, and seeks to address the growing concerns of subscribers regarding rapid data depletion and unexpected airtime charges.
The NCC’s new guidelines mandate that telecom operators must fully disclose all components of their tariffs and the conditions associated with them. This means that marketing and promotional materials must be transparent and easy to understand for consumers. To support this, operators are required to publish comprehensive tariff information on their websites. This will include a detailed table outlining the characteristics of each tariff plan and bundle, enabling subscribers to compare options and make well-informed decisions.
Subscribers will also benefit from improved account balance checks. When using the *310# service, subscribers will receive detailed information about their current plan, including rates for calls, data, and SMS. This measure aims to provide greater clarity and prevent unexpected charges.
Furthermore, the NCC emphasizes the importance of consumer education. Telecom operators are urged to prioritize transparency, ensuring that subscribers are fully informed about their choices. Operators must also develop and submit migration plans to transition subscribers smoothly to the new, simplified tariff plans while maintaining service quality and benefits.
All promotional offers must now receive prior approval from the NCC and should be presented as standalone products with clearly defined terms and validity periods. The NCC has set a deadline of December 3, 2024, for operators to phase out existing bonus-led tariff plans and migrate subscribers to the new, simplified plans.
In addition to these measures, the NCC has directed Mobile Network Operators (MNOs) to conduct independent audits of their billing systems to address ongoing issues. This initiative is part of the NCC’s broader commitment to enhancing transparency and consumer protection within the telecom sector.
